Moses recounts the story of how it was that they waged war when the Lord warned "I am not in the midst of you" and how they consequently "journeyed into the wilderness". Always guided by Yahweh they took heed each time their Lord spoke"I will not give you any of their land". There is a recognition of Yahweh's generosity to non-Israelite people. They, too, were given land to possess. They observed that when they spoke "words of peace" in asking passage and Sihon refused Yahweh exacted harsh consequences on them as well. "God hardened his spirit and made his heart obstinate" is a continual observation of the result of resisting the Divine Will. It is as if Yahweh uses even the calloused human heart toward Good.
