The Israelites are ready for a king. The elders come to Samuel to plead for a king. They point out the misconduct of Samuel's own sons as judges in Beersheba. Yahweh directs the events where Saul, while looking for asses, asks to meet with the seer, the prophet. He meets Samuel and Samuel anoints him king in secret. (This sounds a little dysfunctonal, the way corporate meetings are held and policies are determined, in secret.) Signs are given to Saul-he will meet two men by Rachel's tomb, he will meet three men carrying provisions, he will meet a band of prophets. (Oh that the signs that I ask for would be so visible!)
